He advanced through leadership roles, including Program Coordinator, Nature Center Supervisor, Recreation and Cultural Services Division Manager, and Executive Director of Parks, a position he has held since August 2021. Throughout his career, Marts served as a steward of the County\u2019s parks, open spaces, programs, and facilities.<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">During his tenure, Marts emphasized public service, conservation, education, accessibility, and collaboration. He focused on building partnerships, securing non-tax funding, and managing public resources to strengthen and expand County services.<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">&#8220;Todd\u2019s career has been defined by his commitment to the people, places, and programs that make El Paso County Parks a cornerstone of our community,\u201d said Bret Waters, El Paso County Administrator. \u201cThrough exemplary leadership and strategic investment, he has helped shape a parks system that will benefit residents and visitors for generations to come.&#8221;<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">As Executive Director, Marts oversaw park and trail expansions, master plan updates, accessibility improvements, fire mitigation efforts, and capital investments. He secured millions of dollars through grants, partnerships, and revenue generation to support El Paso County parks, nature centers, and fairgrounds, as well as fund operations.<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">In addition to his work as Executive Director, Marts previously guided the Recreation and Cultural Services Division, overseeing the County Fair, nature centers, and community events. During this period, the County Fair and Nature Centers generated more than $5 million in combined revenue and delivered numerous capital improvement projects. Additional career highlights include rebuilding the Bear Creek Nature Center following the arson fire and tripling public space at the Fountain Creek Nature Center.<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">Reflecting on why he devoted his career with El Paso County Parks, Marts said, \u201cEl Paso County Parks, trails and nature centers are more than places to visit. They support our physical and mental health, strengthen community bonds, protect our natural heritage and enhance quality of life for our entire community.\u201d<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'Open Sans',sans-serif;color: #002d5d\">El Paso County thanks Todd Marts for his leadership and dedication.
